The item was shipped in the packaging provided by the manufacturer, and while the envelope itself may appear inexpensive, shipping charges include much more than the packaging materials. They also cover carrier rates, handling, and processing costs. That said, we certainly want to make sure you receive your items in proper working condition. If any of the bulbs do not work, please let us know and we will be happy to assist and notify the manufacturer as well. We appreciate you bringing this to our attention.

Hi Randall. We are sorry about the shipping charge error you incurred on your last order. This charge was based on UPS shipping rates. As you mentioned, the item shipped USPS, which is a lot less expensive. We have refunded your shipping overcharge and adjusted the shipping on this item.
