I am sorry to have to submit this bad review as I really like and appreciate PayPal. My latest interaction was regarding a 60-day satisfaction guarantee/refund. I met the requirements and had an email to prove it, but PayPal sided with the seller and did not share with me their ‘evidence’. I will probably continue to use PP but not for satisfaction refund purchases.

PAYPAL PROTECTS SCAMMERS – BUYER PROTECTION IS A MYTH
PayPal has officially become a safe haven for fraudulent merchants. I provided ironclad, undeniable proof of my case—including carrier tracking documentation confirming that the items were returned and successfully received by the seller. Despite this objective evidence, PayPal closed the case in the seller's favor, claiming the transaction was "handled properly."
There is nothing "proper" about a merchant unauthorizedly "cramming" a cart with extra items, receiving those items back via a tracked return, and then being allowed to keep both the money and the merchandise.
The Customer Service Experience was Abysmal:
Total Incompetence: Every representative I spoke with was condescending and seemed trained to ignore evidence in favor of automated scripts.
Lies and Misdirection: I was told multiple conflicting stories by reps who refused to acknowledge the tracking data or the merchant’s own written agreement to refund.
Collusion with Fraud: It is clear PayPal sides with these predatory companies because they profit from the transaction fees. Their "Buyer Protection" is a marketing gimmick that disappears the moment a real dispute arises.
I am closing my account and will never use this service again. If you value your financial security, avoid PayPal at all costs. They are no longer a neutral payment processor; they are an accomplice to overseas fraud. I am now taking this to my bank for a formal chargeback and filing a report with the Consumer Financial Protection Bureau (CFPB) regarding PayPal’s negligence.
DO NOT TRUST PAYPAL TO PROTECT YOUR PURCHASES.

Dispute Process That Traps Customers
My experience with PayPal’s dispute process shows serious system and review flaws.
My dispute did not fit any of PayPal’s predefined categories. To proceed, I selected the closest available option and clearly explained this in writing. PayPal then evaluated the case strictly against that category and ignored the actual facts and supporting documentation.
I escalated the case and received a response that appeared scripted and unrelated to the issue described.
Key facts PayPal failed to address:
I provided a refund confirmation from the merchant
I filed a formal credit card dispute with Barclays for the same transaction
(Case #52085089, filed April 8, 2026, status: In progress)
PayPal claimed the card issuer had not contacted them, while the dispute is clearly active online and still under investigation
This creates a closed loop where:
Customers are forced to misclassify disputes
PayPal denies claims based on that misclassification
Legitimate issues never receive meaningful human review
PayPal’s process does not handle non‑standard cases and discourages valid disputes through system design. Until this changes, I would not rely on PayPal for consumer protection in complex situations.

PayPal closed my account without my authorization or consent... and now they refuse to release my Bitcoin funds for 120 days .... said it is due to suspicious activity on my account....all I did was try an add another email to my account....
Don't care about the account....I do however want my money..... and I should not have to wait for 120 days...in being penalized for nothing.....

Disputed charges
I am extremely frustrated with my recent experience with PayPal, and after years of use, this may be the final straw.
I discovered three unauthorized recurring charges of $24.99 from my garage door service (MyQ). I never knowingly authorized these charges through my PayPal account, nor did I provide PayPal or credit card information to this vendor. Yet somehow, the charges were established and continue to hit my account monthly.
I called myIQ to resolve the issue but could never reach them no matter how I tried to contact them.
PayPal’s dispute process is deeply flawed. The interface is rigid and does not allow customers to clearly explain nuanced problems like unauthorized recurring billing. Because I selected what appeared to be the closest option, the system instantly categorized the charge as “authorized” and denied my claim in under a minute—without any meaningful review. That is not a dispute resolution process; it is an automated rejection system.
I then called the PayPal support telephone # trying to fix what should have been a straightforward issue. That time was completely wasted. The representative was unable to understand the situation or take effective action.
The experience got worse. The representative showed no real grasp of the issue, no urgency, and no ownership. I had to repeat myself multiple times, and it became clear that there was no capability to resolve even a basic unauthorized recurring charge. For a financial services company, that is unacceptable.
Let me be clear: this is not a minor inconvenience. Unauthorized recurring billing is a serious matter. The fact that PayPal’s system both allowed it and then failed to properly investigate or resolve it raises significant red flags about their controls and customer protections.
I have used PayPal for many years, but this experience has completely undermined my confidence in their platform. A company handling financial transactions should be more savvy on resolving serious issues. I noticed 1000s of negative comments on Trustpilot pertaining to PayPal. They need to get their act together or they will lose much business and possible bankruptcy.
Paypal needs a dispute system that actually evaluates claims. It looks to me that their IT staff sucks in capability. They need to hire a new competent IT staff. How hard can it be to write a code to review and process disputed transactions.
They also need to hire customer service representatives who understand basic billing issues who have the ability to stop unauthorized recurring charges promptly.
As a result, I will be withdrawing my remaining rewards and closing my account permanently. I have multiple alternatives that provide far better service and reliability, including Chase, Citi, Bank of America, and Wells Fargo. Based on this experience, I see no reason to continue using PayPal.
If PayPal does not significantly improve both its dispute resolution process and live customer support quality, I suspect many long-time customers will reach the same conclusion.
