I have tried to close my acct with these people and I have been on the phone with them several times in over a week. I hear the same thing over and over.."i will escalate this matter and you'll get an email when its closed." I called again today and the only thing I hear is " i can't close the account and I can't give a specific reason why." The acct was hacked before and they refuse to close the acct and not willing to give me a reason why. They have my info in their system, a system thats clearly not secure, and they refuse to delete it. I asked to speak to someone else who can possibly help me with it and so far I've been on the phone for 35 minutes. What a joke

PayPal: Broken Buyer Protection. Twice Failed on Identical Claims.
I am posting this to document a clear pattern: PayPal's Buyer Protection framework no longer protects consumers from unauthorized recurring charges. Twice, I reported the same unauthorized charges from Paddle.com. Twice, PayPal declined to act.
First Attempt (Mid-May): I identified fraudulent, unauthorized charges from Resume Worded, a merchant using Paddle.com to extract recurring payments from customers. I reported the charges to PayPal and they rejected without proper investigation, so I have conducted my own investigation and roped in financial, FinTech colleagues, and reported issues to the police and federal government agencies.
Second Attempt: After Bank of America investigated the identical charges and refunded them as unauthorized, I escalated to PayPal again. PayPal's own agent, Sarah, communicated with me, and correctly submitted four additional unauthorized charges on my behalf.
That is the story: PayPal's own agent identified the dark pattern and took action on my behalf — exhibiting the customer-first culture PayPal was known for when I first started using them as a payment solution.
The Conflict: PayPal's business model relies on high-margin recurring revenue. This creates a direct conflict of interest with consumer protection. PayPal is incentivized to allow negative-option billing to persist because subscription churn is a revenue engine, not a problem to solve.
This Is Now a Formal CFPB Matter: A single denied claim is a customer service error. Only getting to speak with a CS agent after BoA got involved wasted my time, duplicated efforts, IT IS A RED FLAG ON PAYPAL, and apparently, it is a pattern. Patterns are exactly what the Consumer Financial Protection Bureau exists to investigate. I am filing a formal complaint with the CFPB regardless of any individual resolution I receive, because this cannot be treated as a one-off. If PayPal's system is failing to thoroughly investigate claims tied to Paddle, already under FTC enforcement, other customers are experiencing this same failure right now. The trend has to end, and a regulatory record is how it ends.
Until Proof of Change, This Is a Hardline Decision: I would welcome a real investigation and a direct conversation about these facts — the kind of meeting I've already had with Bank of America, Chase, and Wells Fargo, who each took the time to review my experience in detail. But until PayPal demonstrates concrete change, my position is firm. This morning I issued a change order canceling all active development work with PayPal. My team is moving forward with Stripe.
If you need an SVP of consumer trust product, I can be your champion and build a better product that rebuilds the business's reputation.
What I'd Recommend PayPal Build, If They Want to Earn Back Trust:
1. A verification step requiring customers to actively recognize and approve a recurring vendor charge — showing the vendor's actual name and logo, not just the payment processor (e.g., Paddle) that obscures who's really billing you.
2. Proactive renewal notifications before a subscription term ends, giving customers a clear window to opt in or opt out before further charges are incurred that then require time and effort to unwind.
These are not radical asks. They are basic transparency features that would have prevented this entire situation, and that I am now building myself because PayPal has not.
If you are a consumer/PayPal user:
DO NOT RELY ON PAYPAL'S BUYER PROTECTION FOR DISPUTED CHARGES. Switch to a newer digital wallet like Apple Pay with Mastercard, a premium credit card (American Express, Chase), or a virtual card service (Privacy.com) that gives you direct control. Shout out to Bank of America for their customer service and investigation — I'd also recommend using their services and cutting out PayPal.

I’ve had PayPal for several years
I’ve had PayPal for several years. I had a credit based account with them as well. I have paid off this account several times and interest just keeps occuring and it won’t stop. When reaching out to customer service I was advised that they don’t know when it’ll stop. I haven’t used the credit based account in almost two years! This is theft.

Not the company it once was
I have been using PayPal for over 24 years and am canceling my account today. When PayPal started, it was a wonderful company for buyer protection in case something went wrong with a purchase. After my most recent issue, I’ve decided my credit card gives better protection. PayPal took over a month for the resolution team to favor the seller although it took over two months for the item to arrive. I’ve been thoroughly disappointed in PayPal and am changing all my purchase options to credit card.

If I could I would give them a 0
If I could I would give them a 0. They want to charge me nearly 500 dollars interest on top of what I owe already. I would not recommend using paypal to anyone besides that my husband and I got scammed last year and refused to give his money back to him. Which was 1500 dollars. I wish I never had used them altogether.

PayPal just plain old stinks
PayPal just plain old stinks. Foreign support from wherever.
My experience is that they make it almost impossible to close your account. I had some money left over in my account and it won't let me close the account because of the money.
No other options. I am going to forget about the few dollars. I hope they go out of business.
Poor service, no options and basic greed. Three reasons to quit them. Choke on it!

I was trying to put some money on a…
I was trying to put some money on a commissary for a friend of mine that's currently locked up in Laurens county jail Dublin Georgia and the transaction didn't go through there's a option to go through PayPal at the bottom and when I did that they took money off my card and I found out that they did not send the money to the phone system for that jail I call PayPal and they said that it's a third party entity that was working through them I advised them that I had the evidence to show that I have already paid PayPal refuse to refund my money or to do anything about the third party entity that is working through their system so basically I'm out of my money she's not getting her commissary goods or phone calls and I have no recourse to rectify the situation
