About HPP Cares

HPP CARES CDE is a California nonprofit HUD Approved consumer credit, debt, and housing counseling agency. Our organization understands the challenges the average consumer faces when it comes to being overextended with financial constraints such as debt. Knowing this, we are committed to educating consumers with an emphasis on financial literacy. Our certified HUD Approved housing counselors provide personal assistance through budget counseling, housing counseling, and debt management strategies to lower interest rates and monthly payments. We can address the issues at hand by improving access to credit for low-to-moderate income and historically underserved communities (BIPOC) households through qualified programs that identify and support them. These include but are not limited to affordable housing, homeownership, small business technical assistance, financial literacy, and economic development, ultimately establishing the framework needed for sustaining communities, neighborhoods, and households. It is unfortunate that in 2022 essential skills regarding the management of household finances are lacking in K-12 education. A lack of financial literacy leads many consumers to learn these lessons the hard way, putting them in difficult positions that can be tough to recover from. To further address existing issues, our agency implements the latest multilingual technology bridging the divide to ensure consumers from any background have access to the resources and knowledge they need to make sound decisions and better their financial situations.

KEEP IT UP HPP CARES!
I have been assigned to different people and given no answers for what seemed like an eternity. I was very dishearten and losing hope in this program completely. But alas, a rainbow after the storm. So far the new account manager has been such a wonderful experience. I am in my 70's and she answers all my questions with patience and charisma. Thanks Melba and HPP cares. Happy New Years and thank you for the holiday wishes.

ADU Grant
Really great team at HPP Cares. I'm sure they are bombarded with all the ADU Grants they help people with. This is such an amazing service to help homeowners with an already increasing construction cost to build ADU's. I'm towards the end of the grant program, with my file almost being closed and fulfilled.

It all works out in the end
After a complicated, lengthy, and confusing process, we received our grant funds and can now build for our future and the future of our disabled child. It took a lot to get to this place and we are very appreciative of the personal involvement of Katherine, the executive director for HPP Cares. A few days before the holiday she did everything she could to make sure the process was closed out and we received our funds. We are very grateful for everything she did and hope others can realize the same sense of relief when their process is complete.

HPP Cares continues to struggle with…
HPP Cares continues to struggle with communication, procedures, and follow through. Constant re-engagement is necessary to receive payment for simple invoice payments. They have significantly increased the difficulty of completing my ADU conversion project by delaying payments to contractors sometime by several weeks. Highly recommended working with another institution if you are considering the CA ADU Grant Program. They may have been the first to work of the process, but they certainly set a very low bar for their competition. Update: My control number is 6097, I would love to discuss the specifics with you.

Good Evening, HPP Cares would like to address the claims stated in this review of our organization. Our level of communication, as you understand, is broader than just a small number of clients. We are managing clients on a statewide scale totaling upwards of 1,800. This is no excuse for the struggle with communication, though we ask that clients understand that response times to inquiries by phone or email may take between 3-7 business days.
