-keyboard and mouse clicks do not necessarily translate how productive freelancer is -percentage does not apply really well to prove someone's productivity; what if someone is reading, watching videos or taking down notes using pen and paper

Shang, we agree with you. We try to advise managers to keep in mind these exceptions as you suggest. At Hubstaff we use the exact same tracking apps for every minute worked and always keep in mind when viewing productivity levels that someone might have been on a call or some other activity not utilizing a computer. It's when activity levels are consistently low for someone not typically in this situation where we initiate a conversation around it.

Deceiving pricing practices - DO NOT RECOMMEND!
We have been using Hubstaff since 2015; their pricing practices are deceiving, as they charge per user; however, we did not realize that their pricing is NOT dynamic. You choose a plan and then you pay for that number of users whether or not you even have that many active or even inactive users in your system. We originally had 15 users, but that was years ago. We only had 8 active and were still paying for 15 users for the last couple years. If you use Hubstaff, be sure to monitor your plan closely. They refused to refund our overpayment.

For step-by-step instructions to do so, please follow this link: https://support.hubstaff.com/change-screenshot-frequency/. You may also look at your screenshots and choose to have any deleted, though your time tracked will be removed for that interim.
