Missing items in my order and all I get when contacting customer service is garbage AI generated responses with no actual help

Bought special collection boxes of Pokemon GO from the Pokemon Centre, only to find that one box had 3 out of 6 packs inside had already been opened from the base. They were not even resealed, just opened! All rare cards had been taken out and replaced with Destined Rivals, which was released on 30th May, so it's been recently tampered with. Contacted the Pokemon Centre to make a complaint with no success, I understand that there was not much proof to go on as the box and packs were opened before realising there was a problem. But the problem is, when someone is making a complaint about the packs being opened, I would expect an investigation to happen as an employee has tampered with company products and stolen its contents for possible resale. I have worked in these types of companies before and would always take the product ID number so we can trace back to where things went wrong or if another complaint is made with the same stock of products, proctecting the consumers. The customer service was scripted and basic. No further actions were taken. Very poor for a big company. Theft is theft and a company should have a procedure in place to handle such complaints.
