Extremely Disappointing
We used Harbor Compliance to help launch our non-profit in 2019. We were paired with a very strong and competent associate that handled articles of incorporation, bylaws and policies, 501(c)(3) applications, etc. We really appreciated this experience. When we needed to find a new provider for managing solicitation compliance and annual registrations (registered agents, foreign registrations, etc.), we ended up going with Harbor. This was a huge mistake! Harbor routinely dropped the ball on completing work for which we had paid them. We learned after 3 years of believing we were in good standing in one state (and paying for this) that we had in fact NEVER been registered as a solicitor in that state--and that our representation in that state had been taken over by a shady and unknown agent. When we called Harbor on this, they never took responsibility and even initially took credit for representing us by pointing to this agent with whom they had no relationship. Harbor charged us for 3 years to maintain solicitation compliance in a state that requires no annual process. Harbor failed to maintain the annual report and renewal in the state in which we are based, causing us to be temporarily dissolved! Harbor has switched our agent multiple times and even told us that inboxes we'd been using to communicate with reps were no longer being checked. They refuse to take responsibility for any of their mistakes. They've never refunded money they received but never rendered services for. When we hired a new company to handle our compliance, they unearthed countless gaps in compliance and ways in which we'd been mislead by Harbor. Do not use Harbor Compliance. They failed us at nearly every level and exposed our organization to countless risks and penalties.

Thank you for sharing your concerns. This matter has been under review by our senior leadership since January, and our General Counsel wrote to you directly on January 5 to discuss an acceptable resolution. We did not receive a reply. That invitation remains open. As we do not discuss the particulars of a client's account in a public forum, we would welcome the opportunity to continue the conversation directly. You may reach us at [email protected] whenever you are ready to do so.
