SCAMMERS! Do not book with Avis or Payless at Podgorica airport. We booked the car in advance and paid insurance and they would not release the car unless we paid an additional €50 per day. We asked if this policy is written anywhere for us to see. They said “we decide how much is charged based on the car” we said okay but can you show us this in writing and they said “no we decide this and make it up it’s our policy” We already paid £240 for 4 days and had to pay an additional €200 or they said we would lose all our money. People at the desk specifically Rade is the rudest person I have ever met. Even after returning the car and confirming there are no issues he release 210 of the deposit not the full 300 and said it’s because there were things he forgot to charge us for at the start?? Car was given to us with tyres on 0.8 bar when they need to be 3.2 which is extremely dangerous. Completely banged up and with low oil. Paying hundreds for nothing and to be spoken to like you are scum. Truly the worst experience.

Please note that debit cards are not accepted for the security deposit. Instead, you are sold an expensive insurance policy, even though comprehensive coverage is already in place. Staff lack friendliness and a service-oriented attitude. Don't let your holiday be spoiled—go to another provider.

Upon arrival, I presented my car rental reservation made via Trip.com which included insurance. Your counter agent refused to accept it, stating it was "not valid in Montenegro". I was told I could not take the vehicle unless I purchased insurance directly from Avis. Under duress and with no alternative transportation, I was forced to sign the Rental Agreement and pay: - €230 for basic insurance. - €40 for full coverage insurance. Total forced payment: €270 This is a bait-and-switch tactic. Avis accepts bookings through 3rd parties like Trip.com but then refuses to honor the terms at the counter to force customers to pay again.

It was just like from a movie. We stood in line for over 2 hours at the Podgoricia Airport, Montenegro because every person in front got also scammed. When it was our turn, we were told to get an extra insurance for 150€ or they would not give us the car. The reservation states, we do not need any additional insurance, if we dont like. They didnt care. Since the alternatives at the airport were even more expensive, we were forced to buy it, otherwises straned without a car. Worse is, that the customer service of AVIS in Germany did absolutely not care. They understood it is fraud and simply not reply the mails or calls anymore. I wish they will get justice one day, it's just crazy how this company is still allowed to exist.

This place is a shady operation. For some reason, it is busier than the other agencies, probably because they quote low prices and then charge a bunch of undisclosed and unauthorized fees later. The line is so long and the process at the window so lengthy (1/2 hour or more per person), that there is pressure to just get your car. You literally cannot tell what you are agreeing to. There are signatures required without accompanying documents, so it is easy for them to add insurance that you clearly declined and to add surcharges for things like premium location fees. My reservation from Avis was $179. The charge was $349. They just added theft protection and who knows what without authorization. If you make the mistake of renting from Avis, don’t use a debit card. Use a credit card because you will be disputing the amount on your receipt.

DO NOT RENT FROM AVIS! Appallingly bad customer service and scammers work for them at Podgorica. We rented a car (via Wizz airline) for £112 and bought insurance for £20 from Car Trawler. When we got the the airport it took 90 minutes for 2 miserable and angry Avis representatives to process 3 people. Meanwhile Sixt and Budget queues were turning over people in 10-15mins. The delay came in customers rightly arguing the BS charges they tried to tack onto your rental for “required” insurance. They wanted an extra €35 per day. They wouldn’t give us a car unless we agreed. I repeatedly declined and fought it. Then the agent said I had to sign a document indicating we’d had a conversation about the insurance and I acknowledged it would be not covered by Avis, just the third party insurer. Turns out he’s charged us and then told Avis we agreed to the extra charges. The Avis customer service replies on our email complaints are comically poor, with cut and paste generic replies and no one actually looking into the fraudulent claims we’ve made. This company is in trouble moving forward with such bad customer service! Rent from anyone but Avis-completely illegal and corrupt practice in Montenegro.

Renting with Avis was straightforward and hassle-free. The staff were friendly and helpful, the car was clean and well-maintained, and the pickup and drop-off process was smooth. It made travelling around much easier and stress-free.
