My son flew into Montenegro and picked up an Avis hire car.
Forced to pay a heavy deposit or they would not release the car.
Whilst away the car was keyed, he obtained a police report after a lot of hassle. On returning the car he had £1,300 taken from his credit card and they refused to refund the deposit. Clearly this local franchise works a scam on tourists, and having read other reports is widespread. My son is a police officer and so no fool, so do not hire at the airport.

Very disappointing experience with Avis…
Very disappointing experience with Avis at Podgorica Airport.
We had already paid a €200 deposit before arriving to collect the car. Unfortunately, when we arrived, we did not have a credit card and asked whether we could pay by debit card or cash.
Instead of offering a reasonable alternative, the receptionist told us that because we did not have a credit card, we would have to pay an additional €60 **per day**. For our 5-day rental, this would have meant an extra €300 on top of the agreed rental cost.
No other solution was offered. What made the situation even worse was the attitude of the receptionist, which we found arrogant, dismissive, and very unprofessional. There was no real effort to help us resolve the situation despite the fact that we had already paid a €200 deposit.
In the end, we were left with no practical option other than to walk away, lose our €200 deposit, and rent a car from another company.
A very frustrating and expensive experience. Based on the way our situation was handled, I would not recommend Avis at Podgorica Airport.

Would not recommend to anyone
Would not recommend to anyone. Bad service, they tried to scam everyone in line and when we had an accident they told us to simply get help from the locals.

Zero Stars If I Could – Absolute Scam at Avis Podgorica Airport!
Do NOT rent a car from Avis in Montenegro, or any other company here.
I booked a car for 10 days via Wizzair, paying around €450 upfront, which included full comprehensive insurance. A few days before my trip, Avis emailed me asking to fill out a pre-arrival form with my bank, driving, and passport details. They never specified what type of card to use, so I registered my debit card.
When I arrived at Podgorica Airport with my 7-year-old daughter, we were made to wait over an hour in line. When I finally reached the desk, they demanded a credit card for the deposit. I explained that no one ever specified a credit card was required, and that I had registered my debit card online.
Their response? They tried to force me to pay an extra €60 for "another" insurance, completely ignoring the full comprehensive insurance I had already paid for. When I refused to be extorted, they flat-out refused to give me the car.
To make matters worse, while waiting in line, two other customers before me were complaining about the exact same predatory tactic. This is clearly a deliberate scheme to trap tourists when they land.
They left me stranded at the airport with my child. I am now fighting to get a full refund and filing formal complaints. Save yourself the stress, money, and headache—avoid Avis Podgorica Airport at all costs!

scammed at Avis counter - Montenegro Tivat Airport
worst experience ever at Avis desk, Tivat Airport in Montenegro. we had reserved the car and additional insurance upfront via booking.com but once arrived at the airport we had to stand 1 hour in line just to then hear from 2 very unfriendly Avis representatives (they were very upset and impatient with every customer before us as well) at the counter that a third party insurance is not valid in Montenegro and we will not be able to get the car unless we buy a new insurance at the desk immediately. with only having minutes left before counter closure (due to long line cueing) we had no other choice left than buying a new insurance to be able to have the car we arranged upfront for our roadtrip through Montenegro. we were charged €300 for the same.
every customer in line had the same experience and we all agreed that this is a scam.
furthermore it got dark in the meantime and when picking up the car we were handled off quickly without any support from the crew member at the dark parking lot.
upon return of the car a week later the experience was once again bad. an overfull parking lot with very narrow space. a rude representative who was shouting at us to give him the key, complaining about dust on the foot mats (we even cleaned the car before returning!) and then starting to drive away with our luggage still in the trunk. luckily we were able to quickly get the bags out before he left without any evidence that we returned the car.
DO NOT use Avis in Montenegro!

AVIS Rome car rental is dishonesty at its finest....
AVIS Rome added three hundred dollars of unrequested "Options" onto my car rental contract. There was no discussion beforehand - just a surprise bill when I came home. I believe this is very deceptive and dishonest to say the least. It is fraud in my opinion and I've never seen it before with any provider.Try getting your credit card company to dispute the charges - Good Luck, they won't do it. This needs to be stopped. If there's ever a class action lawsuit for it count me in ! Be forewarned.

Poor customer service, poor complaint handling, and an extremely frustrating experience from start to finish
Extremely disappointing experience with Avis Montenegro.
Before travelling, I had already purchased separate car hire excess insurance and had no intention of buying additional cover. When collecting the vehicle, I explained this to the Avis representative, but was told my existing insurance was not valid in Montenegro and that I could be liable for the full value of the vehicle unless I purchased Avis' insurance. Faced with this information in a foreign country, late at night, and with no practical alternative transport, I felt I had little choice but to agree.
What is particularly frustrating is that I tried to resolve the matter directly with Avis almost immediately. I contacted customer service on 28 May 2026 requesting cancellation and a refund of the additional insurance, but received no response. I then contacted them again on 3 June 2026 through their customer service portal and again received no meaningful response.
I subsequently raised a dispute with my bank. Although the dispute was ultimately unsuccessful because Avis relied on the fact that I had signed the rental agreement, this completely overlooks the circumstances under which the insurance was sold. My concern was never that the charge was unauthorised, but that I was persuaded to purchase an unnecessary product based on information that I believe was misleading.
The lack of customer service, failure to respond to multiple complaints, and unwillingness to address legitimate concerns have left me with no confidence in Avis Montenegro. I would not use this location again and would strongly encourage others to carefully review any additional insurance products before agreeing to them.
Poor customer service, poor complaint handling, and an extremely frustrating experience from start to finish.
