Hi Linda, The process required by the Health Department to obtain a certificate requires a study of the application but in many cases, the health department restricts certain requests for personal matters. These processes are internal to the health department and we have no control over them. When they returned your request, they should have attached a document with the reasons why your request was returned. Customer satisfaction is our number one priority. We have provided you a full refund since we can see you are not satisfied. We hope this will resolve the issue and clear the air of any misunderstanding.
