Shoutem is perfect for building apps that people will actually use. I've built 3 loyalty apps for my restaurant clients, and customers at all locations have only good things to say about it. But what they say is less important than what they do, and hundreds of customers use the app on a monthly basis, making it a very valuable retention tool. It takes some effort to create, but do you want something good or something cheap? Shoutem is all about quality.

Whenever I have an issue reported to Shoutem support, the support can response or even solve the issue as soon as practical.

I tried 2 other App Builders and finally choose and had success with Shoutem. I wanted to self publish. The others made that very difficult. There are some amateurish issues with both Play Store and iTunes. Shoutem has an approach that at least made me feel better. They let me know what additional elements I needed to successfully publish and did a good job of getting the app uploaded properly. Yes, I would use them again. Yes, I would recommend them.
