I apologize but the should have been included, at times the scoop my shift to bottom of bag during shipping, but if a scoop wasn’t included, you can absolutely continue using a standard kitchen teaspoon for now. For ProDenta, a “scoop” is equivalent to about ½ teaspoon, Since your dog is 11 lbs, your approach of starting with 1/4 teaspoon is right in line with a small-dog serving range. If your pup tolerates it well, you can continue that unless the product label suggests otherwise for her weight.
