I think everything is great just the shipping takes quite long

I ordered two jerseys as a holiday gift for my daughter on October 30th. It is now December 15th and still no jerseys. I asked if I could get a refund so I can take the money and get her something different, but they said they will resend. I told them that they should send jerseys expedited shipping and they said that I would have to pay for that shipping in addition to the shipping that I originally paid. They have now sent the jerseys which will be sent to my in-laws house where we are spending the holidays. Now my in-laws will have to forward the package to our home in Hawaii if they ever arrive. I read reviews stating an average shipping of 18 days and ordered early expecting an influx of shipments from the approaching holidays. I’m understanding of delayed shipments but this is beyond acceptable. As a customer I should have the option to select a refund in this circumstance. I just want my money back. UPDATE: In response to gogoal, My jerseys were not intercepted by customs. They cleared both customs according to their tracking website but the package was not handed over to the next carrier. According to my account on gogoal, the jerseys have not reshipped. I don’t want the late shipment. I want my money back. They were for Christmas.
