I have used it both ways, putting it on while soft and while hard. When its soft, it is difficult to get a hard on with it hanging there, when its hard, by the time you get it on, it's bringing to get soft again. It would have been nice to design it to use in conjunction with a pump like a ring. Ordered a different size and no better results, I feel like I have wasted my money!
