The process required by the Health Department to obtain a Birth/Death/Marriage Certificate requires a study of the application but in many cases, the health department restricts certain requests for personal matters. These processes are internal to the health department and we have no control over them. When they returned your request, they should have attached a document with the reasons why your request was returned. In many cases, it is due to a lack of a document.
