Could not unlock AT&T HTC one phone
Waited for 48 hours and got responses that it could not be unlocked. The reason is the phone may be lost or stolen and noted with AT&T. In turn it is not and checked with AT&T got the unlock code in 48 hours. In sort whatever happened is good for me. I didn't pay single dime to unlock my phone.
