Dreadful. Unfair £100 fine. Their on line appeal process doesn’t work - they direct you to email them - then they ignore you. Presumably most cough up whilst in limbo to avoid higher charge. This company is disgusting. Con artists. Unscrupulous. They have no intention of reviewing your case. Beware! I will park elsewhere in future.

2 unwarranted parking fines for paid parking. PUBLIC ANNOUNCEMENT - AVOID THE HORIZON CAR PARK IN LIVINGSTON WEST ALMONDVALE. PARK ANYWHERE ELSE. THIS IS A FRAUDULENT AND UNSCRUPULOUS COMPANY!!!!
I will never us this car park in the future, in fact I'd rather walk 15 miles from home than deal with a company that clearly cast their net of parking charges in the hope they will fill their nets where people would rather pay the fine than deal with the stress of appealing. Unfortunately I am in no financial position not to dispute it.
I have two fines, for separate days and both I paid for, so this is without warrant.
First fine, I went to collect a click and collect order from next, parked in the red car park...couldn't find a machine at first, checked the machine said 'Red', used my day-to- day bank card twice which unfortunately was declined as I'd forgot to transfer funds to it. As there were other people around I took my TSB bank card and used that, which I hate doing as it takes 2 days for transactions to show up, so not great when aligning situations like this to paymebt...whereas my Starling is instant transfer. I requested a receipt....but of course like all other previous occasions the machine is out of paper and doesn't give you an option to go back and request an email receipt!!!!! Why is that Horizon car parking? So that you can charge and people are struggling to provide evidence? That's always made me feel uneasy when I've used this car park, and it appears I should ALWAYS trust my gut. Less than a month later I get a parking fine through my door, insisting I used their car park and didn't pay!! I was in the car park for less than 10 mins and paid my £1 minimum charge. Fine arrived 18/06. I sent an email disputing it, with a screenshot of my Starling declined transaction, my TSB transaction which says the 12th but as I was traveling straight to work to Hampden Park to see Take that I certainly did not visit the car park on that date. I've used this car park again on the 16th...prior to the first fine and have just come home to ANOTHER fine!!!! Thankfully I used my Starling card which did have funds in it at the time so I have a transaction that fits with the same day!!!! However, I now have to go onto the website and dispute it etc. WHat an ABSOLUTELY APPALLING way to conduct business, actually is this business or legalised theft as I have spoken to several friends who have similar experiences of this car park. Why on earth are you just sending out fines? You need proof that people are not paying rather than a picture of a car going in and out!?
My advice to others as there is the designer car park nearby - use that, or use the car parks in front of or behind the Almondvale....please fit the love of God DO NOT USE this car park, avoid the stress. These other car parks will take your money and not try and kid on you haven't paid. Is it obvious I am absolutely seething at this?????????????

Finally my Appeal was Successful.
I finally today the 27th June 2026 have received the decision of my appeal to Popla regarding a unfair parking charge notice from UK Parking Administration Ltd that I received on he 7th February 2026 regarding when I parked on the 31st January 2026 in Festival Place Car Park in Basingstoke. The appeal has been successful. My advice to anyone who has received a parking charge notice and has proof of payment. Do not give in and pay the fine, although it can take time, in my case several months. Appeal and just wait!

Absolutely disgraceful company.
Absolutely disgraceful company.
I received a parking charge despite the fact that I never even entered the car park they claim I was parked in. To make matters worse, the so-called "evidence" they provided was laughable. The images were terrible quality, unclear, and completely failed to prove that my vehicle was ever parked in the location they alleged. You'd think before demanding money from people they'd at least have decent evidence.
I submitted an appeal explaining exactly what happened and pointing out the obvious flaws in their evidence. Instead of properly reviewing the facts, they had the cheek to reject it anyway. It genuinely felt like nobody had read a word of what I wrote.
The whole process comes across as a money-making exercise rather than a fair and impartial system. They seem more interested in issuing charges than ensuring they're actually targeting the right people. If blurry, low-quality images that prove absolutely nothing are enough for them to issue and uphold fines, then something is seriously wrong with the way they operate.
Extremely frustrating, completely unreasonable, and one of the worst customer experiences I've ever had. I would not trust this company to fairly assess an appeal based on my experience

Use the same car park on a reg basis & no issues, always pay on the app and get the receipt. rcvd a PCN on the Tues & due for payment at the lower rate the Wed, not giving anytime to check is over, it said that I was at the car park in @ 11.25pm and left @ 01:25am. this is impossible - I think that the camera times were wrong and the date - I paid the £60 as never gave anytime but looking - I didnt have any proof of paying on the app as I was not there!!!!!

Horrible Company
As a member at a local gym, members are entitled to 4 hours free parking. This was suddenly changed without warning by this company to 2 hours and people have been hit with charges of hundreds of pounds for parking over 2 hours. Despite members still being entitled to 4 hours free parking.
Horrible, greedy, predatory company making money on borderline unethical behaviour. The owners David Arthur Seymour Fowle and Naomi Natasha Bishop should be embarrassed running this company.

This company is completely crooked
This company is completely crooked. Parked in one of their car parks and entered the incorrect registration number on the console in the gym. Missed the initial notice as I was abroad for several weeks when it arrived and the cost went up to £100 and was informed that it had progressed to debt collectors. With no way to submit my appeal online once it was outside of the appeal window, I posted my appeal documents directly to them as I was well within my right to appeal still since I was abroad. Although I know the documents were received (it showed on the platform), they rejected the appeal with no explanation and did not notify me which is against BPA regulations. At which point the charge had now gone up to £170. Once I issued a formal complaint via their complaint email address (with a threat to report them to the BPA) they finally reviewed my appeal and followed the proper procedures. Unsurprisingly they rejected it and hilariously they responded by offering to lower it to £20 despite my claim being entirely legitimate!!! If I had the time to challenge them I would take it up with POLPA, as I am sure they wouldn't have a leg to stand on. This company makes its money with completely unfounded threats and do not follow the proper procedures as outlined by the BPA until pulled up on it. They will attempt to bully and scare you into paying! Good luck making an appeal because they will charge you £20 regardless. Completely illegal behaviour.
