The representative I spoke with didn't just answer my question or tell me what to do; she walked me through the process. Her professionalism allowed me to solve my problem quickly. I appreciate that. That showed she cared and loves her job.

I may have seemed incredulous, but requiring residence congruency, rather than factual dates seems to obviate the process, but apparently it passes.
