I apologize but the should have been included, at times the scoop my shift to bottom of bag during shipping, but if a scoop wasn’t included, you can absolutely continue using a standard kitchen teaspoon for now. For ProDenta, a “scoop” is equivalent to about ½ teaspoon, Since your dog is 11 lbs, your approach of starting with 1/4 teaspoon is right in line with a small-dog serving range. If your pup tolerates it well, you can continue that unless the product label suggests otherwise for her weight. Just reach out to our Customer Care team at 855-207-7351, and we’ll get that sorted for you quickly.
