We are not the IRS, and the $199 you paid is for our preparation service, not a payment to the IRS. After you receive your packet, you sign the application and mail it to the IRS using the prepaid envelope included so the IRS can set up your payment plan. The IRS is only notified after you sign the completed forms and mail them to the IRS using the prepaid envelope included in your packet. You should hear back from the IRS within 90 days at the most.
