Old website from 1999. Credit card info stolen the day after using

This website is so old it will not work correctly on current browsers. it is over 20 years old. They changed their company name to "ACI Payments" but its still the same old website.

When this was Official Payments, it was smooth sailing. Now, it is ACI Payments and it has been a nightmare. Every time we try to log into my account, we get the notice my account has been blocked. It took hours to find a phone number that realized a real person to speak with. When we called in, the rep reset our password with a temporary one and told us to change it immediately. The first time, as soon as we used the temp password and reset it our own, neither our new password or the temp one would work. We have called multiple times, even keeping the rep on the phone while we try new passwords. Sometimes they work while on the phone, but the next attempt shows we are blocked again. This is our 7th attempt. I cannot tell which is the ACI Payment since that seems to be a common name for different businesses.
